NC Graduated Licensing (A Quick Overview)
North Carolina uses a Graduated Driver Licensing (GDL) system for new teen drivers.
This system helps teens gain experience in steps, starting with a learner permit and moving toward a full license.
Level One: Limited Learner Permit (Typically Ages 15–17)
Your teen may apply for a Level One Limited Learner Permit if they meet the age requirement and provide the required documents.
Basic Requirements
- Must be at least 15 years old and under 18
- Must be a North Carolina resident
- Must show proof of completing an approved Driver Education program that meets NC requirements (30 hours classroom + 6 hours behind-the-wheel)
- Must pass the written test, road sign test, and vision test at the DMV
Driving Restrictions (Level One)
- For the first 6 months, the teen may drive 5:00 a.m. to 9:00 p.m. with a supervising driver
- After 6 months, the teen may drive any time with a supervising driver
- The permit must be held for at least 9 months before moving to the next license level
Driving Log Requirement
Teens must complete a driving log showing at least 60 hours of driving, including night driving.
- Daytime driving is typically counted between sunrise and sunset
- Night driving is typically counted after sunset
